Firstly, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, involves combat challenges. While doable in one session, it's time-consuming. This quest is crucial; Nightmare Tempest Mephis' arena remains inaccessible until its completion.

Secondly, locate all Dream Patrols in the Shores of Last Breath. Completing them isn't necessary; simply discovering their locations on your map suffices.
