Crafting these gems requires Fugitive Heads, a rare resource delivered to Gelena at the Tree of Whispers. Along with the head, you'll also need 1,000 Restless Rot and 50,000 Gem Fragments.
Obtaining Fugitive Heads
Acquiring Fugitive Heads necessitates completing Whisper bounties within designated Headhunt zones—new areas introduced in Season 7. Upon completion, there's a chance an Uprooted Cocoon will spawn, revealing a Headrotten Boss. Defeating this boss may yield a Fugitive Head.
Increasing your chances:
The Draught of Whispers Elixir, obtained from Exposed Roots, Whispers Cache, and Coven's Cache, significantly increases (by 50%) the probability of Fugitive Head spawns and boosts the appearance of Forgotten Altars.
